ตามที่มีรายงานของทางการสาธารณรัฐประชาชนจีนพบว่าสถานการณ์โรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) มีแนวโน้มรุนแรงและมีการแพร่กระจายของโรคไปยังหลายพื้นที่เพิ่มมากขึ้น และคณะกรรมการภาวะฉุกเฉินขององค์การอนามัยโลก (Emergency Committee convened by the WHO Director-General under the International Health Regulations (IHR 2005)) มีมติประกาศให้โรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) เป็นภาวะฉุกเฉินทางสาธารณสุขระหว่างประเทศ (Public Health Emergency of International Concern; PHEIC) นั้น เพื่อเป็นการยกระดับการดำเนินมาตรการเฝ้าระวังป้องกันโรคดังกล่าว และเพื่อเป็นการรวบรวมมาตรการที่สำนักงานการบินพลเรือนแห่งประเทศไทยได้ประกาศตั้งแต่ฉบับที่ 1-4 รวบรวมอยู่ในฉบับนี้ สำนักงานการบินพลเรือนแห่งประเทศไทยจึงประกาศให้ทราบโดยทั่วกันถึงข้อมูลสำคัญและแนวทางปฏิบัติสำหรับการเฝ้าระวังป้องกันโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ตามคำแนะนำของกรมควบคุมโรค กระทรวงสาธารณสุข และ World Health Organization (WHO) ดังนี้

1. ประเทศและเขตปกครองพิเศษที่มีรายงานว่าพบผู้ติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ตามข้อมูลอย่างเป็นทางการจาก World Health Organization (WHO) ณ วันที่ 24 กุมภาพันธ์ พ.ศ. 2563 ได้แก่

2. ข้อมูลสำคัญของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19)

2.1 ขณะนี้มีการยืนยันแล้วว่าโรคปอดอักเสบจากเชื้อไวรัสโคโรนา 2019 (COVID-19) สามารถติดต่อจากคนสู่คนได้ (Human-to-Human Transmission) และยังไม่มีวัคซีนสำหรับป้องกันโรคนี้

2.2 ระหว่างเดินทางในต่างประเทศ ขอให้หลีกเลี่ยงการอยู่ในสถานที่แออัด หรือสถานที่ที่มีมลภาวะเป็นพิษ และไม่อยู่ใกล้ชิดผู้ป่วยไอ จาม หากเลี่ยงไม่ได้ ให้สวมใส่หน้ากากอนามัยป้องกัน

2.3 หลีกเลี่ยงการเข้าไปตลาดค้าสัตว์มีชีวิต การสัมผัสหรืออยู่ใกล้ชิดกับสัตว์ โดยเฉพาะอย่างยิ่งสัตว์ที่ป่วยหรือตาย และหลีกเลี่ยงการรับประทานอาหารรวมถึงเนื้อสัตว์ที่ไม่สุกดี

2.4 หมั่นล้างมือให้สะอาดอยู่เสมอด้วยน้ำและสบู่ หรือแอลกอฮอล์เจลล้างมือ ไม่นำมือมาสัมผัสตา จมูก ปาก โดยไม่จำเป็น

2.5 ไม่ใช้ของส่วนตัวร่วมกับผู้อื่น (เช่น ผ้าเช็ดหน้า แก้วน้ำ ผ้าเช็ดตัว) เนื่องจากเชื้อก่อโรคทางระบบทางเดินหายใจสามารถเข้าสู่ร่างกายได้ทางการสัมผัสสารคัดหลั่งของผู้ติดเชื้อ

2.6 รักษาร่างกายให้อบอุ่นอยู่เสมอและนอนหลับพักผ่อนให้เพียงพอ

2.7 หลังเดินทางกลับถึงประเทศไทย ภายใน 14 วัน ถ้ามีอาการไข้ มีอาการของระบบทางเดินหายใจ เช่น ไอ เจ็บคอ มีน้ำมูก หายใจเหนื่อยหอบ ให้สวมหน้ากากอนามัย และรีบไปพบแพทย์หรือเจ้าหน้าที่สาธารณสุขทันที พร้อมทั้งแจ้งประวัติการเดินทาง เนื่องจากมีโอกาสเกิดภาวะแทรกซ้อนปอดบวมและมีอาการรุนแรงถึงขั้นเสียชีวิตได้

3. ให้ผู้ดำเนินการเดินอากาศที่ให้บริการจากสถานีต้นทางในประเทศหรือเขตปกครองพิเศษตาม 1. ทำการตรวจคัดกรองเบื้องต้น โดยการสังเกต หากพบผู้โดยสารมีอาการไข้หรือมีอาการระบบทางเดินหายใจ เช่น ไอ เจ็บคอ มีน้ำมูก หายใจเหนื่อยหอบ ให้รีบแจ้งแพทย์หรือเจ้าหน้าที่ ณ สถานีต้นทางนั้นทันที หากการวินิจฉัยเห็นว่ามีความเสี่ยง ให้งดการออกบัตรขึ้นเครื่อง (Boarding Pass) แก่ผู้โดยสารนั้น

4. ให้ผู้ดำเนินการเดินอากาศที่ให้บริการจากสถานีต้นทางในประเทศไทยไปยังประเทศหรือเขตปกครองพิเศษตาม 1. พิจารณาดำเนินการตาม 3. ตามความเหมาะสมและจำเป็นต่อสถานการณ์ และติดตามมาตรการป้องกันโรคติดต่อของหน่วยงานที่รับผิดชอบของประเทศหรือเขตปกครองพิเศษปลายทางดังกล่าวด้วย

5. ขณะอยู่บนอากาศยาน ในกรณีที่พบผู้โดยสารที่มีอาการป่วยหรือสงสัยว่าจะป่วยเป็นโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ให้ผู้ดำเนินการเดินอากาศดำเนินการดังนี้

5.1 ให้ลูกเรือพิจารณาใช้อุปกรณ์ป้องกันตนเอง (Personal Protective Equipment; PPE) ที่อยูใน Universal Precaution Kit

5.2 ให้ผู้โดยสารที่มีอาการป่วยหรือสงสัยว่าจะป่วย ผู้โดยสารที่อยู่ในแถวเดียวกับผู้โดยสารดังกล่าว รวมทั้งแถวข้างเคียงในสองแถวหน้าและสองแถวหลังสวมหน้ากากอนามัย (Medical Mask) และหมั่นทำความสะอาดมือด้วยแอลกอฮอล์ทำความสะอาดมือ (Alcohol-based hand rub)

5.3 ในกรณีที่มีที่ว่าง ให้ย้ายผู้โดยสารที่มีอาการป่วยหรือสงสัยว่าจะป่วยออกห่างจากผู้โดยสารอื่น ระยะห่างอย่างน้อย 1 เมตร

5.4 ให้นักบินผู้ควบคุมอากาศยานแจ้งข้อมูลการตรวจพบผู้โดยสารที่มีอาการป่วยหรือสงสัยว่าจะป่วยดังกล่าวให้เจ้าหน้าที่ควบคุมจราจรทางอากาศที่สถานีปลายทางทราบ เพื่อรายงานให้แก่ท่าอากาศยานปลายทาง พร้อมทั้งกรอกรายละเอียดลงในแบบฟอร์มดังต่อไปนี้ ส่งให้เจ้าหน้าที่ ณ ช่องทางเข้าออกประเทศ ณ ท่าอากาศยานทุกแห่ง

5.4.1 General Declaration (ตาม Appendix 1. to ICAO Annex 9)

5.4.2 Public Health Passenger Locator Form (ตาม Appendix 13. to ICAO Annex 9)

6. ถ้ามีความจำเป็นเมื่อพิจารณาจากข้อมูลที่ได้รับรายงานตาม 5.4 ให้ท่าอากาศยานพิจารณาจัดลานจอดอากาศยานที่แยกออกมา (Isolated Aircraft Parking Position) เพื่อประโยชน์ในการกักกันโรคให้กับอากาศยานที่มีผู้โดยสารตาม 5.4

7. ให้ผู้ดำเนินการเดินอากาศแจ้งแนวทางปฏิบัติดังกล่าวให้เจ้าหน้าที่ประจำสถานีต้นทางและเจ้าหน้าที่ประจำอากาศยานให้ทราบและถือปฏิบัติ และให้เจ้าหน้าที่ประจำอากาศยานประกาศเพิ่มเติมบนอากาศยานให้ผู้โดยสารได้รับทราบโดยทั่วกันด้วย

ทั้งนี้ จนกว่าสถานการณ์ดังกล่าวจะสิ้นสุดไป หรือมีประกาศอื่นใดเพิ่มเติม

The Civil Aviation Authority of Thailand Notification on Clinical Practice Guideline for the Prevention of Corona Virus Disease (COVID-19 (No. 5)

In reference to the Chinese Health Authorities recent information on the Corona Virus Disease (COVID-19), the epidemiological situation tends to be more critical and has affected many countries and various regions and the second meeting of the Emergency Committee convened by the WHO Director-General under the International Health Regulations (IHR) (2005) on 30 January 2020 regarding the outbreak of Corona Virus Disease (COVID-19), where it declared that the outbreak of Corona Virus Disease (COVID-19) constitutes a Public Health Emergency International Concern (PHEIC).

In order to elevate the level of preventive measures and to consolidate the 4 previously declared notifications, in accordance with the recommendation from Department of Disease Control, Ministry of Public Health and official reports from the World Health Organization (WHO), the Civil Aviation Authority of Thailand hereby issue the following information and guideline;

1. Countries which have been officially reported by WHO on 24 February 2020 as affected from the outbreak of Novel Coronavirus 2019 Pneumonia (COVID-19) are shown in the table below:

2. Relevant information regarding Corona Virus Disease (COVID-19);

2.1 It is officially confirmed that the Novel Coronavirus 2019 Pneumonia is human-to-human transmissible and there is no particular vaccine to prevent it.

2.2 During travelling abroad, avoid being in crowded or polluted area. Avoid being in close contact with people suffering from acute respiratory infections. If it is unavoidable, wear sanitary mask for protection.

2.3 Avoid live animal markets, including the places where animals are slaughtered (wet markets). Avoid being in close contact with animals, especially sick or dead animals. Avoid eating food and meat which are not fully cooked and served hot.

2.4 Practice hygiene and cleanliness such as frequent hand-washing with soap and water or hand sanitizer containing at least 60% alcohol, especially after direct contact with ill people or their environment. Do not touch eyes, nose or mouth without necessity.

2.5 Do not use or share personal items (e.g. handkerchief, glass, towel) with others as respiratory infections can be transmitted via the secretion of the infected person.

2.6 Keep body temperature warm and take enough rest.

2.7 Within 14 days after arriving Thailand, if suffer from any of the acute respiratory infection, signs or symptoms, such as fever, cough, sore throat, runny nose or dyspnea, it is recommended to wear sanitary mask and visit the doctor or public health officer immediately. Notify the doctor or nurse of the travel information as there may be complications from serious pneumonia that can be critical and cause death.

3. Air operators operating flights from port of embarkation in countries or regions indicated in 1. shall perform primary exit screening by observing general conditions of the passengers at airport of embarkation. If any passenger is found with the signs or symptoms of acute respiratory infection such as fever, cough, sore throat, runny nose or dyspnea, air operator staff shall notify the doctor or public health officer at such port immediately. If any risk factor is found from the diagnosis, boarding pass shall not be issued to such passenger.

4. Air operators operating a flight from Thailand to the affected countries or regions shall consider to take action in accordance with 3. based on the appropriateness and necessity of the situation. They shall also monitor the quarantine measures taken by the relevant authorities of those countries or regions and adjust the action accordingly.

5. In-flight preventive measures to be performed by air operators in case of any passenger on board who is affected from or suspected to be affected from Corona Virus Disease (COVID-19) are as follows:

5.1 Crew members shall consider using Personal Protective Equipment (PPE) contained in the Universal Precaution Kit (UPK) on board.

5.2 Instruct the use of medical masks and hand hygiene with alcohol-based hand rub to such passenger, other passengers in the same rows as such passengers and the other passengers sitting in the next 2 rows in the front and the next 2 rows in the back of such passenger.

5.3 If space available, make spatial separation of at least 1 meter between such passengers and other passengers.

5.4 Flight crew shall notify the air traffic controller at port of disembarkation about information regarding passenger who is affected from or suspected to be affected from Corona Virus Disease (COVID-19) in order to convey the finding to the airport of entry. 5.4 Flight crew shall also fill in the following forms according to ICAO standards and recommended practices and submit to the officer at airport of entry;

5.4.1 General Declaration (Appendix 1. to ICAO Annex 9)

5.4.2 Public Health Passenger Locator Form (Appendix 13. to ICAO Annex 9)

6. Based on the information conveyed from 5.4, airport operators shall consider the allocation of Isolated Aircraft Parking Position for the purpose of aircraft quarantine.

7. Air operators shall notify their staff at airport of departure and the crew members of the above guideline and comply with full cooperation. The cabin crew shall also make on board public announcement to the passengers.

The above information and guideline are to be aligned until the situation is ended or any further notification is issued.
