ประกาศสำนักงานการบินพลเรือนแห่งประเทศไทย

เรื่อง มาตรการเฝ้าระวังป้องกันโรคปอดอักเสบจากเชื้อไวรัสโคโรนาสายพันธุ์ใหม่ 2019 ฉบับที่ 4

ตามที่มีรายงานสถานการณ์โรคปอดอักเสบจากเชื้อไวรัสโคโรนาสายพันธุ์ใหม่ 2019 (Novel Coronavirus 2019 Pneumonia) ซึ่งมีแนวโน้มขยายตัวอย่างต่อเนื่อง และคณะกรรมการภาวะฉุกเฉินขององค์การอนามัยโลก (Emergency Committee convened by the WHO Director-General under the International Health Regulations (IHR) (2005) ได้จัดการประชุม ครั้งที่ 2 เมื่อวันที่ 30 มกราคม 2563 ขึ้นที่นครเจนีวา ประเทศสวิตเซอร์แลนด์ มีมติประกาศให้โรคปอดอักเสบจากเชื้อไวรัสโคโรนาสายพันธุ์ใหม่ 2019 เป็นภาวะฉุกเฉินทางสาธารณสุขระหว่างประเทศ (Public Health Emergency International Concern-PHEIC) นั้น

เพื่อยกระดับการดำเนินมาตรการเฝ้าระวังป้องกันโรคดังกล่าว สำนักงานการบินพลเรือนแห่งประเทศไทย (กพท.) จึงประกาศแนวทางปฏิบัติเพิ่มเติมสำหรับมาตรการเฝ้าระวังป้องกันโรคปอดอักเสบจากเชื้อไวรัสโคโรนาสายพันธุ์ใหม่ 2019 ตามคำแนะนำของกรมควบคุมโรค กระทรวงสาธารณสุข และ World Health Organization (WHO) ดังนี้

1. ให้ผู้ดำเนินการเดินอากาศยังคงปฏิบัติตาม ประกาศ กพท. เรื่อง มาตรการเฝ้าระวังป้องกันโรคปอดอักเสบจากเชื้อไวรัสโคโรนาสายพันธุ์ใหม่ 2019 ทั้ง 3 ฉบับ ที่ประกาศไปก่อนหน้านี้ เพื่อป้องกันความเสี่ยงต่อความปลอดภัยด้านสุขภาพ

2. ในกรณีที่พบผู้โดยสารที่มีอาการป่วยหรือสงสัยว่าอาจป่วยเป็นโรคที่มีสาเหตุจากโรคปอดอักเสบจากเชื้อไวรัสโคโรนาสายพันธุ์ใหม่ 2019 ขณะเดินทางในอากาศยาน ให้ดำเนินการดังนี้

2.1 ให้ลูกเรือพิจารณาใช้อุปกรณ์ป้องกันตนเอง (Personal Protective Equipment-PPE) ที่อยูใน Universal Precaution Kit

2.2 ให้ผู้โดยสารที่ป่วยหรือสงสัยว่าอาจป่วย ผู้โดยสารที่อยู่ในแถวเดียวกับผู้โดยสารดังกล่าว รวมทั้งแถวข้างเคียงในสองแถวหน้าและสองแถวหลังสวมใส่หน้ากากอนามัย (Medical Mask) และทำความสะอาดมือด้วยน้ำยาทำความสะอาด (Alcohol-based hand rub)

2.3 ในกรณีที่มีที่ว่าง ให้ย้ายผู้โดยสารที่ป่วยหรือสงสัยว่าจะป่วยออกห่างจากผู้โดยสารอื่น ระยะห่างอย่างน้อย 1 เมตร

2.4 ให้ผู้ประจำหน้าที่ในอากาศยานดำเนินการแจ้งข้อมูลการตรวจพบดังกล่าวให้เจ้าหน้าที่ควบคุมจราจรทางอากาศทราบ เพื่อรายงานให้แก่ท่าอากาศยานปลายทาง พร้อมทั้งกรอกรายละเอียดลงในแบบฟอร์มดังต่อไปนี้ ส่งให้เจ้าหน้าที่ ณ ช่องทางเข้าออกประเทศ ณ ท่าอากาศยานทุกแห่ง

2.4.1 General Declaration ( ตาม Appendix 1 to ICAO Annex 9 )

2.4.2 Public Health Passenger Locator Form ( ตาม Appendix 13 to ICAO Annex 9)

3. ให้ผู้ดำเนินการเดินอากาศแจ้งแนวทางปฏิบัติดังกล่าวให้เจ้าหน้าที่ประจำอากาศยานทราบและถือปฏิบัติ

ทั้งนี้ จนกว่าสถานการณ์ดังกล่าวจะสิ้นสุดไป หรือมีประกาศอื่นใดเพิ่มเติม

ประกาศ ณ วันที่ 5 กุมภาพันธ์ พ.ศ.2563

The Civil Aviation Authority of Thailand Notification

on Clinical Practice Guideline for the Prevention of Novel Coronavirus 2019 Pneumonia (4th Edition)

In recent situation on the Novel Coronavirus 2019 Pneumonia where it tends to affect more countries and various regions and the second meeting of the Emergency Committee convened by the WHO Director-General under the International Health Regulations (IHR) (2005) regarding the outbreak of novel coronavirus 2019 on 30 January 2020, where it declared that the outbreak of Novel Coronavirus 2019 Pneumonia constitutes a Public Health Emergency International Concern (PHEIC).

In order to upgrade the recent measures to become in accordance with the recommendation from Department of Disease Control, Ministry of Public Health and the World Health Organization (WHO), the Civil Aviation Authority of Thailand hereby issue the following guidelines;

1. Air operators shall follow the previous 3 Notifications on Clinical Practice Guideline for the Prevention of Novel Coronavirus 2019 Pneumonia in order to prevent the safety risk on health issue.

2.In case air operators have found any passenger on board with signs or symptoms of acute respiratory infection such as fever, cough, sore throat or runny nose during the flight, their crew members shall:

a) use personal protective equipment in the universal precaution kit on board.

b) offer medical masks to such passenger, other passengers on the same rows as such passengers and the other passengers sitting at the next 2 rows in the front and 2 rows in the back of such passenger and perform hand hygiene with alcohol-based hand rub.

c) if available, make spatial separation of at least 1 meter between such passengers and other passengers.

d) notify the air traffic controller in order to convey the finding to the airport of entry. The following forms shall also be filled according to ICAO standards and recommended practices and submit to the officer at airport of entry;

- General Declaration (Appendix 1 to ICAO Annex 9)

- Public Health Passenger Locator Form (Appendix 13. to ICAO Annex 9)

3. Air operators shall notify their staff and the crew members of the above guideline and comply with full cooperation.

The above guideline is to be aligned until the situation is ended or any further notification is issued.
